European Nuclear Energy Tribunal starts 11th mandate

The NEA hosted the inaugural session of the 11th mandate of the European Nuclear Energy Tribunal (ENET) on 5 February 2025. The Tribunal consists of seven independent judges appointed for five years by decision of the OECD Council and has jurisdiction over disputes between states parties to the Paris Convention on Nuclear Third Party Liability or the Brussels Convention Supplementary to the Paris Convention concerning the application or interpretation of these conventions.

The judges designated for the 11th mandate of the Tribunal are:

  • Dr Gottfried MUSGER (Austria); Dr Tom VANDEN BORRE (Belgium)
  • Mr Thomas TORDAL-MORTENSEN (Denmark); Ms Eugénie VIAL (France)
  • Dr Selma KUŞ (Germany)
  • Mr Hans Georg SEILER (Switzerland)
  • Prof. Dr Halil Ercüment ERDEM (Türkiye)

The mandate of the judges took effect on 1 January 2025. 

During the session, the judges learned about their role and responsibilities as ENET judges, made their solemn declarations, elected the President of the Tribunal, appointed the Registrar of the Tribunal, and considered the suitability of the Tribunal’s Rules of Procedure.

The seat of the European Nuclear Energy Tribunal is in Paris, France, at the OECD headquarters.
