Task Group on Radiological Protection During Armed Conflict (TGRPAC)

Armed conflicts involving countries with significant nuclear and radiological capacity represent unprecedented challenges for nuclear safety, security and radiological protection. These situations raise critical concerns about the ability to maintain regulatory oversight, implement safety measures, and ensure the security of nuclear and other radioactive materials.

In response to the pressing need for dialogue on this topic, the Norwegian Radiation and Nuclear Safety Authority (DSA) and the Nuclear Energy Agency (NEA) held a workshop in Oslo from 22-24 November 2023. The event brought together 130 experts from 28 countries, including representatives from non-governmental organisations (NGOs) and international bodies.

The NEA Task Group on Radiological Protection During Armed Conflict (TGRPAC) had its first meeting in September 2024. The task group was established by the NEA Committee on Radiological Protection and Public Health (CRPPH) to build upon the recommendations of the workshop and to explore new frameworks and approaches for more resilient and adaptable radiological protection across different armed conflict scenarios, including but not limited to those observed in Ukraine.

Alongside the NEA, as organisers, the task group comprises participants from seven countries and one international organisation: Canada, Finland, France, Norway, Poland, Sweden, the United Kingdom, and the European Commission. 

The group aims to develop recommendations for flexible implementation of regulatory frameworks and approaches to ensure radiological protection across different armed conflict scenarios.
