The Committee on Decommissioning of Nuclear Installations and Legacy Management (CDLM) was established in 2018 in response to NEA member countries' request to enhance the Agency's role in nuclear decommissioning and legacy management. While the NEA's activities in decommissioning date back to 1978, the creation of the CDLM reflects the Agency’s commitment in providing governments and other stakeholders with authoritative and reliable information on the political, strategic and regulatory dimensions of decommissioning and legacy management. The committee also facilitates collaborative progress in the  technical, environmental, policy, financial and societal aspects of its field.

The CDLM serves as an international forum for senior experts representing national agencies with policy and programme responsibilities, regulatory and implementing authorities, operators, service providers, research institutions, and other relevant stakeholders. Its areas of focus include:

  • The decommissioning and dismantling of various nuclear facilities, such as radioactive waste and spent fuel storage facilities, reprocessing facilities and nuclear installations, including all reactor types
  • The development of practical guidance on regulating and managing legacy waste, contaminated sites, and release of legacy sites.

CDLM membership includes representatives from NEA member countries and the European Commission (EC). The committee also collaborates closely with the International Atomic Energy Agency (IAEA), which participates as an observer.

The CDLM applies a holistic and sustainable approach to decommissioning and legacy management, considering three key dimensions:

  1. Environmental
  2. Economic
  3. Societal

These aspects are assessed withing three overarching frameworks: legislative, organisational and regulatory. 

The committee also builds on the outcomes of the former Working Party on Decommissioning and Dismantling (WPDD) under the Radioactive Waste Management Committee (RWMC), listed for reference, providing continuity and furthering progress in decommissioning and legacy management.

The NEA Division of Radioactive Waste Management and Decommissioning (RWMD) supports the CDLM in conducting international peer reviews and providing expert feedback to ensure the adoption of good practices in regulatory and technical methodologies.

Structure

To achieve its objectives, the CDLM is supported by its working parties and expert groups as outlined in the diagram above.

Since 2019, the Regulators’ Forum (RF) has supported both the Radioactive Waste Management Committee (RWMC) and the CDLM in addressing regulatory issues related to radioactive waste management and nuclear decommissioning and legacy management.

The Forum on Stakeholder Confidence (FSC) has also supported both the RWMC and the CDLM since 2019. The FSC assists these committees in navigating societal considerations, fostering dialogue and engagement related to radioactive waste management, decommissioning and legacy management.
