The 2023 session of the NEA’s International Nuclear Law Essentials (INLE) course brought together 45 professionals from 20 countries to learn about the global nuclear law framework and major issues affecting the peaceful uses of nuclear energy.
This year’s event, held from 27 February to 3 March at the OECD Conference Centre in Paris, marked the tenth anniversary of the programme, which started in 2011, and was the first to be held since the 2020 edition before the pandemic.
15 renowned specialists in nuclear law from international organisations, government, academia and private industry delivered the INLE’s intensive programme, which consisted of a series of lectures, case studies and panel discussions.
The INLE course brought together 45 professionals from 20 countries to learn about the global nuclear law framework and major issues affecting the peaceful uses of nuclear energy.
The classes, designed for participants of different backgrounds and career levels, touched on all aspects of nuclear law, including: nuclear safety; management of spent fuel and radioactive waste; environmental protection; transport; nuclear security; non-proliferation; safeguards; nuclear liability; and international trade.
NEA Director-General William D. Magwood, IV was present to deliver the keynote address, which emphasised the critical role that nuclear law plays in ensuring a safe and clean nuclear energy industry.

In addition to the coursework, the INLE ensured that participants had the opportunity to network with their classmates and to enjoy the city of Paris with numerous social events.
Since its inception, the INLE programme has been led by Mr Paul Bowden, Honorary Professor of Law at the Nottingham Law School and former partner of Freshfields Bruckhaus Deringer.
